Position Summary: 

The position is responsible for supporting the TRANSCAER program in the U.S. and Mexico and overseeing emergency response training and grant initiatives related to hazardous materials transportation. This position is also responsible for managing grant funding, regulatory compliance and building strategic partnerships while leading national outreach efforts. The position reports directly to the Director, Training, Outreach and Partnership.

 

Major Duties and Responsibilities: 

  • Manages the TRANSCAER grant programs, ensuring alignment with TRANSCAER annual goals, and the TRANSCAER Strategic Plan.
  • Oversees the coordination and delivery of national training events, including managing partnerships with stakeholders such as industry partners, government agencies, and community organizations.
  • Supports the TRANSCAER México program, including bilingual communications, event coordination, and stakeholder engagement.
  • Prepares meeting agendas, slides, and meeting minutes for all National TRANSCAER Task Group Meetings in coordination with the Director, TOPs.
  • Prepares and submits grant proposals, reports (SF-425, SF-270), and financial documentation.
    Monitors grant budgets, expenditures, and deliverables to ensure transparency and accountability.
  • Represents TRANSCAER at national and regional events, conferences, and meetings, ensuring effective communication of the program’s goals and accomplishments.
  • Collaborates with internal teams (sales, marketing, customer service, training) to integrate outreach initiatives.
  • Builds and maintains relationships with external partners including carriers, shippers, and government agencies.
  • Oversees the development of TRANSCAER today magazine, brochures, and factsheets with graphic designers.
  • Monitors financial performance of TRANSCAER programs and grants.
    Prepares operational and financial reports for senior leadership, as well as resolves any audit findings.
  • Conducts regular evaluations of TRANSCAER training and outreach programs, using data from participant feedback, surveys, and industry trends to identify areas for improvement.
  • Coordinates with the Accounting Team to manage program codes, budgets, and expense tracking.
  • Oversees the overall work activities of staff including establishing performance objectives, conducting performance reviews, and facilitating employee development.
  • Identifies opportunities to expand TRANSCAER’s reach and impact.
  • Draft communications for TRANSCAER and manages events, and processes invoices for TRANSCAER Sponsors and Corporate Members.
  • Serve as the liaison to TRANSCAER State Coordinators, local emergency responder agencies, railroads, and the communities being served in the United States.
  • Lead the planning and execution of the annual TRANSCAER Awards program, managing the protocol documentation and facilitating coordination with the Awards Committee to ensure a successful recognition process.
  • Performs additional duties as assigned.


Minimum Qualifications

Required

  • Bachelor’s degree in a relevant field.
  • Three years of relevant experience.
  • Ability to travel up to 50%, including evenings/weekends.
  • Strong organizational, communication, and problem-solving skills.
  • Competency in Microsoft Office (Word, Excel, PowerPoint) and other project management software. Experience with virtual meeting platforms is a plus.
  • Ability to lift up to 50 lbs.
  • High level of attention to detail and the ability to meet deadlines in a fast-paced environment
  • Ability to troubleshoot on the go and adapt quickly to changes or challenges that arise in the field.
  • Valid driver’s license and be able to travel independently to various locations.
     

Preferred

  • Experience in the development and delivery of hazardous materials, transportation or emergency response training.
  • Familiarity with federal grant platforms and forms (Grants.gov, Grant Solutions, SF-425, SF-424, SF-270).
  • Experience securing and managing grant funding.
  • Experience in transportation, safety, or emergency response sectors.
