Vietnam: Major Regulatory Overhaul

Vietnam has implemented a new Law on Chemicals, which took effect on January 1, 2026—representing the most comprehensive reform of its chemical regulatory framework in nearly 20 years.

The new law modernizes chemical definitions and classifications, clarifies requirements for new, managed, and prohibited chemicals, and reduces enforcement ambiguity—bringing greater legal certainty for businesses. It is supported by three implementing decrees and two ministerial circulars.

Under the 2026 framework, the inclusion of an emergency telephone number in Section 1.4 of the Safety Data Sheet (SDS) is mandatory. The number must:

  • Be operational and reachable to provide immediate assistance
  • Ideally be available 24/7
  • Preferably be an in-country local number, or alternatively an international number capable of providing support in the Vietnamese language
  • Match the emergency number shown on the product label
